Early childhood development (improve child/infant health); primary healthcare (140 family care clinics); education and entrepreneurship (raise HS graduation rate); rebalanced fiscal framework; integrated resource system; expanded markets

REPORT CARD
Grade: B-
She isn?t connected to the Klein-era abuses. She wasn?t even an MLA until 2008. A lawyer, she oversaw elections and advised on constitutions in fledgling democracies the world over. If anyone can revive Alberta?s moribund democracy, it?s Alison Redford. In creating a junior ministry for accountability, transparency and transformation, Redford is facing critics of, among other things, Alberta?s weak FOIP laws. She now requires MLAs and senior civil servants to disclose their expenses; she herself made public 1,200 pages of receipts (the only MLA to so disclose). Her government improved whistleblower protection. All progress. But then there was Daryl Katz and Co., who gave $430,000 to the PCs last spring. The optics are as bad as anything under Klein. Redford?s Bill 7 didn?t ban corporate donations, or lower limits. On the democratic front, Redford?s first year was a mixed bag. But much criticism of her is overblown, and hyperpartisanship in the legislature isn?t helping the public sort allegations from facts. The challenge remains: Can Redford rise above a rotten culture? She ran against the PC old boys and won the party leadership. She owes them nothing. She may surprise Albertans again. We give Redford a B for potential?the minus is for Bill 7. #
