'Stop with the napping': TSA workers caught sleeping on the job

At a House hearing on TSA integrity and misconduct by airport security personnel, Chairman Jeff Duncan (R-SC) called upon them to "stop with the napping, the stealing, the tardiness, and the disrespect. Earn Americans' trust and confidence."

The chairman of a congressional subcommittee on oversight and management efficiency Wednesday called on the Transportation Security Administration to crack down on ?the napping, the stealing, the tardiness, and the disrespect? a day after a watchdog?s report revealed a spike in TSA misconduct.

The TSA investigated and closed 9,622 cases of employee misconduct?between the years 2010 and 2012, according to a report released Tuesday by the Government Accountability Office.

The figure marked a 26 percent increase in misconduct cases in a three-year period.

Thirty-two percent of the cases involved problems with workers showing up for their jobs, according to the report, and 20 percent had to do with security and screening.?

The report was released ahead of a hearing before the House Homeland Security Committee on Wednesday morning that included representatives from the TSA and GAO.

In one case mentioned in the GAO report, an employee left an assigned checkpoint to help a family member get a bag -- later found to contain "numerous prohibited items" -- past screening. The employee was suspended for seven days, according to the report.

In another case from January 2012, two former employees of the TSA were sentenced to six months in jail after they admitted to have stolen $40,000 from a bag at John F. Kennedy Airport, NBC New York reported.

Of the more than 9,000 misconduct cases closed by the TSA over the three-year period, nearly half resulted in a letter of reprimand, while employees were suspended in 31 percent of cases, according to the report. Only 17 percent of the employees found to have engaged in misconduct were removed from their jobs.

Rep. Jeff Duncan, R-S.C., the chairman of the subcommittee on oversight and management efficiency, said on Wednesday that a few bad employees contributed to a poor public perception for the agency.

?While I know that there are many thousands of hardworking, dedicated employees working at airports throughout the country, and it?s unfair to generalize to the whole workforce, unfortunately a few bad apples can ruin the bunch,? Duncan said. ?These findings are especially hard to stomach since so many Americans todays are sick of being groped, interrogated, and treated like criminals when passing through checkpoints.?

?If integrity is truly a core value, then, TSA, it?s time to prove it. Stop with the napping, the stealing, the tardiness, and the disrespect, and earn America?s trust and confidence,? Duncan said.

TSA Deputy Administrator John Halinski said that in cases where it can be immediately proved that an employee committed a form of misconduct, ?I?m going to walk him out the door.? Most cases of alleged wrongdoing require an investigation, he said.

The agency is nearly 12 years old, and has 55,000 employees and a budget of more than $7.5 billion.

The need for strict guidelines on how to discipline employee infractions had led to inconsistencies, said Rep. Bennie Thompson, D-Miss.

?The bulk of employee misconduct cases are handled at the airport level, meaning that what happens at one airport may differ from what happens at another,? Thompson said in an opening statement.

The variety of workplaces involved ?underscores the need to have clearly defined and consistently applied procedures? regarding employee discipline, Stephen Lord, GAO director of forensic audits and investigative services, said at the hearing on Wednesday.

The GAO report included four recommendations for executive action, all of which have been endorsed by the TSA, Lord said on Wednesday. The recommendations include developing guidelines to record and report misconduct for TSA officials at all airports and establish a review process for all allegations of misbehavior.

Fastjet's tickets for South Africa route to go on sale at end of month

Low-cost African airline ?s () tickets for its route between Tanzania and South Africa go on sale this week.

The route is ?s first international one and marks the airline?s initial step on the way to becoming a pan-African carrier.

said tickets will be on sale from July 31 and basic fares, excluding government taxes and charges, for flights between Dar es Salaam and Johannesburg will cost as little as US$100.

Richard Bodin, chief commercial officer of , said: ?For some time the Dar es Salaam to Johannesburg route has only been operated by one airline and the lack of competition has created inflated fares. will substantially reduce the average fare and in doing so will encourage more leisure and business traffic between Tanzania and South Africa.?

Initially, flights on the route will operate three times a week, with the first flight scheduled for 27 September. The airline is expecting strong demand on this route and will increase the frequency of flights in line with market demand. The airline expects to add further international destinations including Lusaka, Zambia, to its flying programme in the near future.

Ed Winter, chief executive officer of , said the availability of tickets for flights between Tanzania and South Africa marked a milestone in the company?s history.

?Despite a number of challenges, is now able to respond to huge consumer demand and provide an alternative and affordable link between Dar es Salaam and Johannesburg, having secured all required permissions to do so. For far too long it has been difficult and prohibitively expensive to fly between these two extraordinary cities. We expect our lower fares to stimulate a huge increase in the numbers of passengers travelling on this route, as has been the case on our domestic routes in Tanzania,? Winter said.

?Overwhelming public support for ?s low cost model has been a contributing factor to us launching this route. We hope that the obvious desire for a change in the competitive landscape will result in soon being awarded licences in more African countries, bringing consumers the benefits of choice and lower prices on many more international routes.?

(AP) ? Escalating the confrontation after clashes that left 83 supporters of Egypt's ousted Islamist president dead, the interim government moved Sunday toward dismantling two pro-Mohammed Morsi sit-in camps, accusing protesters of "terrorism" and vowing to deal with them decisively.

Morsi's Muslim Brotherhood denounced Saturday's bloodshed as evidence of the brutality of the military-backed regime. But many accused the group's leaders of trying to capitalize on the loss of life to win sympathy after millions took to the streets in a show of support for the military chief who ousted Morsi in a coup.

Gen. Abdel-Fattah el-Sissi said he would take the popular support as a mandate to deal with violence and "potential terrorism" ? a thinly veiled reference to a widely expected crackdown on Morsi supporters in the sit-in camps in Cairo and against radical Islamists in the Sinai peninsula who have been waging deadly attacks against security forces since Morsi was ousted in a July 3 military coup.

The coup followed days of mass protests by millions of Egyptians demanding that Morsi step down after a year in office as Egypt's first elected president. The monthlong sit-ins have been the launch pad of street protests that often ended violently when Morsi's supporters clashed with opponents or security forces.

Islamists led by the Brotherhood staunchly reject the new post-Morsi leadership and insist the only possible solution to the crisis is to reinstate him. Meanwhile, the interim leadership is pushing ahead with a fast-track transition plan to return to a democratically elected government by early next year.

The Brotherhood, accused by critics of trying to monopolize power during Morsi's year in office, routinely claims its supporters are killed in cold blood by army troops, police or thugs sponsored by the Interior Ministry, which is in charge of police. However, witnesses and videos posted on social networking sites show that Morsi's supporters consistently use rocks, firebombs and firearms against opponents, who behave similarly.

The Brotherhood's tactic is clearly designed to win sympathy at home and abroad by portraying itself as a victimized party pitted against an army and a police force armed to the teeth.

"We urge the United Nations, the international human community ... to come down and rescue the hundreds of thousands from the massacre by the live ammunition in the hands of the criminals," senior Brotherhood leader Mohammed el-Beltagi shouted from the stage at the larger of the two Cairo sit-ins.

"We want intervention by the international organizations ... to rescue the people. We urge the Egyptian people to come to our rescue. ... The people are slaughtered like sheep",'' declared el-Beltagi, who has an arrest warrant issued against him for inciting violence.

Mohammed Badie, the Brotherhood's supreme leader, launched a stinging attack on el-Sissi over the latest violence, saying the military chief was leading a "bloody regime" and urging his followers to stand fast.

"Don't be sad and don't despair," he said in a message that heavily quoted from the Quran, Islam's holy book. Posted on the Brotherhood's website, Badie said those killed in the latest violence were martyrs who will be rewarded with a place in heaven.

The international community, meanwhile, urged restraint.

U.S. Secretary of State John Kerry issued a strongly worded statement telling Egyptian authorities it was "essential" they respect the right to peaceful protest and calling on all sides to enter a "meaningful political dialogue.

U.N. Secretary-General Ban Ki-moon also asked security forces to "act with full respect for human rights" and demonstrators to "exercise restraint."

Catherine Ashton, the EU's foreign policy chief, arrived in Cairo on Sunday for her second visit to Egypt this month, a sign of the alarm felt in the West over the continuing bloodshed. She was to meet Egyptian leaders on Monday.

The U.N.'s human rights chief, Navi Pillay, also condemned the violence and called for a "credible, independent investigation" into the killings.

"I fear for the future of Egypt if the military and other security forces, as well as some demonstrators, continue to take such a confrontational and aggressive approach. Supporters of the Muslim Brotherhood have the right to protest peacefully like anyone else," Pillay said.

The violence continued Sunday, when deadly clashes during funerals for two of the slain Morsi supporters left two men dead and scores injured in two cities north of Cairo, Port Said and Kafr el-Zayat.

Interior Minister Mohammed Ibrahim warned security forces would deal decisively with any attempts to destabilize the country. Ibrahim accused the pro-Morsi side of provoking bloodshed to win sympathy and suggested authorities would move against the two pro-Morsi protest camps outside the Rabaah al-Adawiya mosque in eastern Cairo and in Nahda Square, near the main campus of Cairo University.

"I assure the glorious people of Egypt that the police are determined and capable to maintain security and safety to their nation with the support of the sincere sons of the country," Ibrahim said during a graduation ceremony at the national police academy. "We will very strongly and decisively deal with anyone who attempts to undermine stability."

He depicted the two encampments as a danger to the public, pointing to nine bodies found nearby in recent days. Some had been tortured to death, police said, apparently by sit-in participants who believed they were spies. "Soon we will deal with both sit-ins," he said.

At least 20 members of the security forces have been killed in Sinai by suspected militants and nearly 250 in the rest of the country, including the 83 killed in Cairo on Saturday.

"The more bloodshed there, the more it is impossible to reach a compromise or middle ground," said Kamal Habib, a prominent scholar in Islamic movements and a former Islamist himself.

The two sides, he said, were gearing toward more confrontations.

A senior aide to interim President Adly Masnour, meanwhile, sought to prepare the public for possible action to dismantle the sit-in camps, telling reporters that Morsi's supporters were armed, terrorizing residents in the area.

"It has now become inevitable for the state to take measures necessary to protect society," he said.

The nation's highest security body ? the National Defense Council ? issued a statement saying the pro-Morsi sit-in camps violated Egypt's national security and warning that "decisive and firm" action would be taken. It also urged the protesters to renounce violence and stop "violence and terrorism and verbal and physical assaults on citizens."

The council, chaired by the interim president and including the prime minister, defense and foreign ministers, said it deeply regretted the loss of life, but did not blame any party for it.

Saturday's clashes ? the deadliest since more than 50 Morsi supporters were killed by troops on July 8 ? took place before dawn when police and armed men in civilian clothes opened fire on supporters of the former president as they tried to expand their sit-in camp outside Rabaah al-Adawiya by moving onto a nearby main boulevard.

Civilians, sometimes with weapons, frequently join police in Cairo demonstrations. In some cases, they appear to be plainclothes police, in others residents who back the security forces.

Videos posted Sunday on social networking sites showed the Morsi supporters approaching a police line backed by armored vehicles at the entrance of the ramp to a key bridge that runs across the heart of the city. They also showed police and men in civilian clothes pointing their rifles at the protesters, many of whom wore industrial helmets and homemade body armor and stood behind makeshift barricades.

Mohamed Wasfi, a children's book publicist who videotaped the clashes from his apartment balcony, said the protesters attempted to spill oil on the street to stop cars from approaching the bridge, a tactic used by Morsi supporters last week on an overpass that leads to Cairo's international airport. Shortly afterward, another group of protesters approached the police line and tore down metal barricades, prompting police to fire tear gas, he told The Associated Press.

He said some protesters fired birdshot at the police, who responded with birdshot and tear gas.

Another video, posted by the Interior Ministry, showed protesters hurling stones and firebombs at the security forces from behind their barricades. One masked man was shown shooting at the police with what appeared to be a large silver-plated pistol. The authenticity of the videos could not be independently verified, but they generally conformed with AP reporting.

No army troops were on the scene, but the international community and human rights groups expressed concern the military had allowed the carnage to occur.

Human Rights Watch said many of those killed were shot in the head or chest and the killings took place over several hours. The New York-based group said it spoke to witnesses and reviewed extensive video footage of the events. It said medical staff said some of the deaths appeared to be targeted killings because the position of the shots would likely result in death.

Anthony Weiner?s campaign manager has quit in the wake of new revelations about the New York City mayoral candidate's online communications with women, according to a spokeswoman.

The move was first reported by The New York Times late Saturday and confirmed to NBC News by Barbara Morgan, Weiner?s press contact.

Danny Kedem, 31, informed Weiner that he could no longer run day-to-day operations after the mayoral hopeful admitted Tuesday that he continued to send raunchy photos and messages to women after resigning from Congress in 2011 amid a "sexting" scandal, according to the Times report.

When contacted by NBC News, Kedem declined to comment.

Kedem?s resignation deals another blow to Weiner?s beleagured campaign, which has struggled to rebound in the polls following the candidate?s disclosures in the last week.

On Tuesday, Weiner confessed to explicit communications with six to ten women ? three of them after he resigned ? after a gossip website published texts and photos it said were from 2012.

At a press conference Tuesday, Weiner ? accompanied by his wife, Huma Abedin, an aide to Hillary Clinton ? apologized and asked voters for a second chance.

?Some of these things happened before my resignation. Some of them happened after,? Weiner said.

?While some things that have been posted today are true and some are not, there is no question that what I did was wrong. This behavior is behind me,? he said, calling his digital indiscretions ?problematic to say the least and destructive to say the most.?

On Monday, the gossip website The Dirty claimed that Weiner, allegedly using the alias ?Carlos Danger,? met an unnamed 22-year-old woman on the social media website Formspring in July 2012, sent her explicit photos and had phone sex with her before the relationship ?fizzled.?

Weiner, a six-term congressman who represented the New York City boroughs of Brooklyn and Queens, resigned in disgrace in June 2011 after it was revealed he sent a photo of himself in his underwear to a woman via Twitter.

He initially denied it was him in the photo or that he sent it, but Weiner eventually came clean, confessing that he had carried on ?inappropriate? conversations through Twitter, Facebook, email and over the phone with six women over a three-year period.

And yet, less than two years after a stunning fall from grace, Weiner, 48, appeared to be in the midst of a comeback.

Two months after he announced his return to the political stage, he was near or at the top in several polls in the race to replace Michael Bloomberg, eclipsing New York City Council Speaker Christine Quinn, who was widely considered the frontrunner.

Kedem was likely a key ingredient in Weiner's successful formula, helping to transform the long-shot candidate -- a mainstay of tabloid headlines and late-night talk show punchlines -- into a legitimate contender for New York City's top job.

Weiner has not indicated that he will drop out of the race.

Rex Ryan has a prediction: If the New York Jets can draft South Carolina star defensive end Jadeveon Clowney, he won't be the coach.

Ryan, considered by many to be in a make-or-break season, delivered a gem when asked today how much of his daily discussions with general manager John Idzik involve looking beyond this season.

"It's safe to say I won't be here if we draft Clowney," a grinning Ryan said. "I can just say that right now. I think I'm going to say that without hesitation."

Clowney is the front-runner to be the No. 1 overall selection in next year's draft. Holding that top pick would likely mean the Jets had a terrible season.

"Shoot, that draft is miles away," a laughing Idzik said. "That's pretty funny, though."

Arctic News: Arctic Methane Release: "Economic Time Bomb"

On March 19, 2013, a number of experts came together for an Ecorys.com workshop, as part of a
study?examining the impact of a 50-Gt release of methane from the melting permafrost at the East Siberian Arctic Shelf (ESAS)?over different time periods, ranging from one to five decades.

Back in 2008, a study by Natalia Shakhova et al. considered release of up to 50 Gt of predicted amount of hydrate storage as highly possible for abrupt release at any time.

In order to estimate the cost of such a release, this new study used a more recent version of the model used in the renowned Stern Report. Findings of the study are published in the journal Nature. The conclusion is that such a release from the ESAS alone comes - in the absence of mitigating action - with a price tag of $60 trillion. By comparison, the size of the world economy in 2012 was about $70 trillion.

Such a methane pulse will "bring forward 15?35 years the average date at which the global mean temperature rise exceeds 2?C above pre-industrial levels", says the paper.

"The economic consequences will be distributed around the globe, but the modelling shows that about 80% of them will occur in the poorer economies of Africa, Asia and South America. The extra methane magnifies flooding of low-lying areas, extreme heat stress, droughts and storms."

Researchers refute how hormone replacement therapy study is ...

A claim that thousands of women have died because they avoided estrogen therapy represents an oversimplification of the issues and reinforces the risks of partial analyses, say investigators in the Women?s Health Initiative (WHI).

Hormone therapy, whether hormone replacement therapy (HRT) or unopposed estrogen (without a counterbalance of a progesterone), confers risks and benefits that vary according to a woman?s age, time since menopause and numerous other factors.

The WHI showed that postmenopausal hormone has variable effects and emphasized the need for individualized therapy, said JoAnn E. Manson, MD, of Brigham and Women?s Hospital in Boston.

?I don?t think the WHI estrogen-alone trial can be interpreted as simply leading to many excess deaths among younger women,? Manson told?MedPage Today. ?In fact, it was saving many lives among the older age groups, and across all age groups it was helping clinicians identify the most appropriate candidates for therapy and minimizing some of the adverse events.?

?The WHI results were never intended to be generalized to younger women who have early surgical menopause and early removal of the ovaries prior to the onset of menopause,? she added.

The analysis,?published last week, was not so much a study as it was a math exercise, said WHI investigator Andrea LaCroix, MD, of the Fred Hutchinson Cancer Research Center in Seattle. She was the lead author of a 2011 report that provided the genesis for the new analysis of women, ages 50 to 59, who had hysterectomies.

?They [authors of the new analysis] took one statistic ? and put it into a formula and calculated the expected number deaths under a set of assumptions that may or may not be reasonable,? said LaCroix. ?That?s what they published. Is that true?

?These data from the WHI were first reported in 2004, and there were declines in estrogen use in 2002,? she added. ?My first question is, where is the real evidence that death rates have increased in women 50 to 59 in the U.S. in those communities where the greatest decreases in hormone therapy have occurred??

The reaction centered on a study suggesting that as many as 91,000 women ages 50 to 59 might have died prematurely as a consequence of avoiding unopposed estrogen therapy after hysterectomy. At a minimum, the authors estimated, 18,000 women died prematurely over the past 10 years.

?As a result (of the methodology), the findings are unreliable projections, which are, at best, hypothesis-generating and should not inform clinical practice,? said WHI investigator Rowan Chlebowski, MD, of the University of California Los Angeles.

?We don?t highlight or make any clinical recommendations based on speculative projections based on subgroup analyses of breast cancer adjuvant or advanced disease trials. The same caution should be given in this case, where headline prominence in media reports seems to suggest more importance than such a speculative hypothesis can support.?

Authors of last week?s report took the media to task for oversimplification of WHI findings, often with the complicity of researchers and clinicians. Chlebowski did the same.

?I recognize the general interest in menopausal hormone therapy findings, but it seems the media should weigh carefully the strength of any evidence presented before endorsing an author?s conclusions,? he said.

Beyond cautions about the validity of subgroup analyses, Manson said ?estrogen therapy should not be used routinely in women with hysterectomy after age 50. It?s also important to understand that the WHI was studying women who were postmenopausal.

?The findings do not necessarily apply to women who have hysterectomy and surgical menopause at a younger age, 40 or 45, where it?s clear, much clearer, that the benefits of estrogen therapy will outweigh the risk for nearly all women who undergo early surgical menopause.?

In the 2004 and 2011 reports, WHI investigators emphasized the need for counseling about the appropriateness of postmenopausal hormonal treatment, whether estrogen alone or estrogen plus progestin. In the same vein, LaCroix took issue with any implied promises about the benefits of estrogen therapy.

?There is no pill available that will reduce the risk of death in postmenopausal women,? she said. ?Anyone who implies otherwise is overreaching.?

White House applauds EU decision on Hezbollah

WASHINGTON (AP) ? The White House is applauding the European Union's decision to label the military wing of Hezbollah a terrorist group.

White House spokesman Jay Carney says it sends a clear message that there are consequences for the Lebanese group's terrorist activities, including a deadly attack last year in a Bulgarian resort and a plot to kill Israelis in Cyprus.

Carney says the EU decision will allow European officials to crack down on Hezbollah's fundraising, logistics and terror plots in Europe.

He says Hezbollah threatens global stability. He's specifically mentioning Hezbollah's support for Syrian President Bashar Assad.

The EU's 28 foreign ministers reached the decision unanimously on Monday. The Iranian-backed Hezbollah plays a pivotal role in Lebanese politics and has sent members to bolster Assad's forces in their assault of rebel-held areas.

From Rome to Rio: Masses welcome Pope Francis to Brazil

2 million pilgrims are expected to visit Rio this week for the first international trip by the new Pontiff, and the first visit by a South American Pope to the continent.

50,000 The number of? residents in the Manguinhos favela in the south of the country, which the Pope will visit on Thursday afternoon. Also on Thursday he will receive the ?golden keys? to the city, before saying mass on Copacabana beach.

?102m? Estimated cost for the five-day visit, 70 per cent of which will come from sponsorship and pilgrims, and 30 per cent from the government; estimates claim World Youth Day alone will boost Brazil?s economy by $1.2bn (?780 million).

?192m will be spent on lodging and meals, with the average tourist expected to spent around ?90 a day on accommodation, transportation and food.

0 The Pope will not be using the bulletproof Popemobile during his visit, preferring instead an open-topped car, despite his itinerary taking in some of Rio?s most violent favelas.

15,200 The number of military personnel who will protect the Pope, with 40 elite bodyguards shadowing his every move. Breaking down the numbers, 10,200 will be deployed in Rio for the Pope?s meeting with the President; the mass on Copacabana beach on Thursday, and on Friday when he drives through what are expected to be huge crowds in Rio in an open-topped car. More than 5,000 troops will be stationed in S?o Paulo on Wednesday to guard the Aparecida shrine.

10,000 police and civil defence officers, including firefighters and paramedics, will be on hand to provide assistance to the public, while plainclothes? officers will mingle with the crowds.

84,000 people volunteered for the festival, of which 60,500 have been picked ? 52,500 are Brazilians and 8,000 are international helpers. They will be positioned at 45 information points and in designated areas for the festival.

7,000 troops will lock down the area for the final two events; the prayer vigil on Saturday evening and the open air mass on Sunday in Campus Fidei in Guaratiba. Pope Francis will be protected at the altar by 400? soldiers, dressed not in uniform but in suits. A total of 13,700 security personnel including the armed? forces and the police will be? stationed on both nights.

1 million The Pope has chosen to meet with a group of young Rio prison inmates on Friday and the day will be rounded off with a ?Way of the Cross? ceremony which he will lead along the streets of Rio. On Saturday, the Catholic leader will attend a meeting with politicians and? entrepreneurs at Rio?s Municipal Theatre. In the evening, he will hold a prayer vigil with more than one million youths in Guaratiba. Finally, on Sunday, Pope Francis will end? the World Youth Day 2013 with an open-air mass.

Pope Francis and the papal entourage will be transported to locations by helicopter. Supersonic Tucano fighter jets, two helicopters and two unmanned drones will supervise and monitor ground movements and remain in the air during the entirety of the Pontiff?s visit.

The medal is made of bronze, silver and gold, and is 50mm in diameter. 10,000 will? be made; 7,000 in bronze, 2,950 in silver and 50 in gold. The bronze medal will cost R$45 (?13), the? silver, R$230 (?68). The gold coin will be produced only on demand after the initial 50 are made.

123.3 million Brazil has the largest Catholic population in the world, but Pope Francis arrives at a time when the numbers of faithful are steadily falling and the Catholic Church is facing growing competition from evangelicals. According to the Pew Research Centre Analysis, based on census data, Brazil?s Catholic population fell from 125 million in 2000 to 123 million in 2010, dropping from 74 per cent to 65 per cent of the? country?s total population. The gain went to the Protestants, which rose from 26 million (15 per cent) in 2000 to 42 million (22 per cent) in 2010.

600 More than 600 free activities will take place in Rio during the five days of the festival, including 45 exhibitions in different locations; 158 bands performing 362 shows in 19 areas and guided tours around 34 churches.

250+ The number of international? bishops who will hold the catechises at which the themes of World Youth Day will be developed and explained. The? sessions will take place from today until Friday. 133 of the events will be conducted in Portuguese and 50 in Spanish, with a further 25 in English; 15 in Italian and French; eight in German; and five in Polish. In total, the catechises will be held in 20? different languages, including Arabic, Croatian, Danish, Slovenian, Greek, Czech and Russian.

2 different types of accommodation will be on offer to pilgrims; the ?Simple? and the ?Alternative?. Groups choosing the Simple option have to bring sleeping bags and a mat. They will be given accommodation with Brazilian families, in parish centres, public and private schools, universities, gymnasiums and community centres. All facilities will be equipped with water, showers and toilets. The Alternative option is for those pilgrims who want to book their own accommodation. Once travellers have registered for the event everybody receives a pilgrim kit that includes a cap, a T-shirt, a pre-paid meal card; a transportation card; a pilgrim ID; a crucifix and a pilgrim guide to the events and? activities on offer.

110 countries have? representatives at the event. More than 7,000 are expected from America; 7,000 will also attend from Italy, while Spain has registered 3,000, 2,000 are coming from Germany and a further 1,700 from Poland. In total, organisers expect to welcome representatives from all 45 European countries.

1.36million? The evening vigil and final mass on 27 and 28 July will be held at Campus Fidei in Guaratiba, where a 1.36 million sq metre complex has been built to receive the pilgrims. The site contains 4,673 toilets, 615 washbasins, 4,920 water fountains, 2,016 urinals and 33 LED video screens for the? audience to watch proceedings.

22 plots will make up the site, each of which is equivalent in size to seven Maracana Stadium football pitches. The? pilgrims will also be able to buy products at the WYD Rio2013? Official Store. Everything is designed so that the pilgrims do not need to move between areas to find the desired services.

75 The stage where Pope Francis will lead the ceremonies will be 75 metres wide and 68 metres deep. A platform lift will provide access to the altar and the sacristy, while a 33-metre high cross, two iron structures that resemble praying hands pointing? towards the sky and columns with the words ?friendship?, ?love? and ?marriage? will form the backdrop? to the stage.

House GOP spending bill targets EPA

Straining to meet their budget targets, House Republicans proposed a new round of deep cuts from environmental, arts, and wildlife programs Monday, going billions of dollars beyond the across-the-board reductions already ordered by sequestration in March.

The $24.3 billion natural resources bill represents a $5.5 billion reduction from what Congress had approved only last spring and is about $4 billion below what the agencies have been living with since March.

An estimated $1.5 billion in emergency funding is added to meet fire-fighting costs and the Forest Service?s budget would grow chiefly because of wildfire prevention and suppression programs. But elsewhere the picture is exceptionally bleak.

The Environmental Protection Agency is among those hardest hit, with its annual funding reduced by about a third to $5.5 billion. The much smaller Fish and Wildlife Service is also cut 27 percent below what had been enacted earlier this year.

Appropriations for the National Endowments for the Arts and Humanities would be virtually cut in half. No funding is provided for the Woodrow Wilson International Center.

The Indian Health Service escapes further reductions but gets no relief either from the cuts already made under sequestration. In the case of the National Park Service, the bill adds back about $24 million to operating accounts to keep facilities open next year.

?Simply put, this bill makes very difficult choices in an extremely tough budget environment,? said Rep. Mike Simpson (R-Idaho), who chairs the natural resources subcommittee. ?We are going to see these kind of dramatic reductions as long as we keep trying to reduce the debt by cutting discretionary spending alone, rather than also tackling mandatory spending, which is the real driver of our debt.?

Testing Out The Ford Fiesta ST, Ford Focus ST & The Hybrid Ford C-Max

Last week, I had a chance to test-drive the new 2014 Ford Fiesta ST, Ford Focus ST and Ford C-Max, Ford?s hybrid car. My favorite of the three was the Fiesta, although the C-Max blew me away in terms of quiet power and gee-whiz visual controls. But it was the Fiesta that partied its way into my heart.

The reason is actually quite simple. The Fiesta ST is a world car and what you?re buying in the U.S.A. is a European spec car, which means it handles like a German car. Ford invited me to test their cars as part of their Ford EcoBoost Challenge, which is visiting cities throughout the U.S. Here is what my impressed me most of the Fiesta:

EngineEngine
The 2014 Ford Fiesta ST is equipped with 1.6-liter four-cylinder engine that delivers an impressive 197 hp and 202 lb.-ft. torque. That is more power than my Mercedes Benz SLK, and it weighs 3,110 lbs., while the Fiesta tips the scales at just 2,742 lbs. As you might expect, with a weight-to-horsepower ratio that?s better than a 2006 Porsche Boxster, the Fiesta is satisfyingly quick. The turbo-charged four-cylinder engine boosts power when needed and does a great job to keep the Fiesta ST moving.

AccessAccess
The Ford Fiesta ST has a keyless, pushbutton ignition and the trunk features, thankfully, a full-size spare. Entry and egress was very easy, even for a six-footer like me, although I did see a rather rotund test-driver struggle with getting situated. My sense is that unless you wrestle in the heavy-weight class, you will do just fine. ;)

I could not test the Ford SYNC system since it requires registering an account, but the navigation and entertainment system worked as advertised, once you figure out that to call up the individual system elements, you have to press the outer corners.

My Ford Fiesta ST featured the must-have Recaro seats with red contrast insets that will blow your, and your passengers?, mind. Available in ?Molten Orange? or ?Smoke Storm? colors.

AudioAudio
This Fiesta was equipped with the optional Sony Audio System with HD Radio, which played music well, although in our, albeit limited, testing, the audio quality did not exactly take our breath away. But it should satisfy anyone, lest you have ?golden ears,? you know who we?re talking about?you!

Climate ControlClimate Control
We had no problem with the Fiesta?s climate control, which worked well, although on a chilly San Francisco summer day, it was hard to tell how well. Suffice it to say, we think it should function correctly in most of the world.

ControlsSteering Wheel Controls
I also liked the Ford Fiesta?s layout controls the best of the trio of Ford cars I drove. Both the Ford Focus ST and C-Max have unbelievably cluttered steering wheel controls. I don?t understand why Ford designers can?t standardize on one particular layout, with an easy-to-use human interface, and run with it.

iPodiDevice Integration
The Ford Fiesta ST comes equipped with a USB plug and can accommodate both USB thumb drives or SD cards filled with music. You can also directly integrate Android phones, although iPhones need to be plugged in. Ford?s SYNC has too many features to list here, so read this page.

Bluetooth syncing with my iPhone worked immediately and the Ford Fiesta comes with a trial subscription to SiriusXM Traffic and Travel Link. The entertainment system also features a Pandora internet radio4 and, for optimum parking. a rear-view camera is available as an option.

User ExperienceUser Experience
What can I say about the Recaro seats? They?re world famous for providing great support and you simply can?t go wrong with this option. The doors closed solidly and there was no evidence of any rattles or poor assembly.

The Fiesta offers a lot of standard niceties and options that make motoring pleasant, including power moonroof, ambient lighting, Bluetooth integration, cap-less fuel filler, heated front seats. Ford SYNC Services are complimentary for the first three years and offer turn-by-turn directions, 411 business search, personalized sports scores, news, stock quotes and even your horoscope.

Front-wheel-drive, four-wheel disc brakes, 205/40WR17 tires and not an overly assisted rack-and-pinion power steering added up to a very drivable experience. The Fiesta ST is rated at 26 mpg in city driving and 35 mpg highway. It is also only available with a six-speed manual transmission, which, unfortunately, does not offer hill assist (a big plus in San Francisco).

The Ford Fiesta has a full complement of navigation and digital controls that should make any Digital Lifestyle denizen very happy indeed. Hands-free calling using your Bluetooth phone allows you to answer calls at the touch of a button, and even issue commands to get news, stock quotes or, gasp, your horoscope.

SummaryConclusion
Car and Driver notes that the Fiesta ST went from zero to 60 mph in 6.7 sec, which supports our observation that the car is fast enough. The steering was good and not wobbly like the Ford Focus ST I drove, which may have needed some type of steering adjustment. Driving position was great and the Recaro seats hugged my body in the right way.
