Google upgrades Gmail video chat with Hangouts

Google will begin replacing Gmail's existing video chat system with a new, better one based on the Hangouts feature from its Google+ social networking service, the company said on Monday.

The swap will improve the quality and performance of Gmail video chats, and, if users have Google+ accounts, they will be able to communicate with multiple people-- up to nine participants as long as all have Google+ accounts. So far, Gmail's video chat feature has allowed only for one-to-one sessions.

Other new features for Gmail users who also have Google+ accounts will be the ability to watch YouTube videos simultaneously, collaborate on Google documents and do screen sharing.

In addition, the change also expands the scope of people Gmail users can video chat with beyond their Gmail contacts to now include people in their Google+ circles.

Another improvement is that Gmail video chat sessions will no longer be limited to computer browsers but rather be possible as well on Android and iPhone tablets and smartphones.

Google will roll out the new Hangouts video chat in Gmail gradually over the coming weeks, starting with personal Google Accounts and then moving to Google Apps, the cloud-based collaboration and e-mail suite for organizations that includes Gmail.

Exec who pulled Facebook ads out at General Motors

Joel Ewanick, the agent of change brought in by General Motors just over two years ago to shake up its moribund marketing operations, has unexpectedly resigned.

In a terse statement issued Sunday evening the maker said only that the 52-year-old executive ?has elected to resign immediately.? Alan Batey, GM?s vice president of U.S. Sales and Service, will step in as global marketing chief on an interim basis.

Exactly what led to Ewanick?s sudden departure isn?t clear but it takes even those working close to the marketing czar by surprise.??In fact, it appears to have taken Ewanick himself by surprise.??The former Hyundai marketing chief appeared on the Internet TV show Autoline After Hours barely a week ago and it was clear, ?This was not a guy who saw this coming,? said host John McElroy.

A report in the online edition of the Wall Street Journal suggests the departure was a result of an unspecified confrontation between Ewanick and GM Chairman and CEO Dan Akerson and, according to several sources, as recently as this morning it was under discussion whether the marketing chief?s departure would be described as voluntary or if GM would say he had been terminated.

With his departure it is likely that GM?s marketing efforts will again fall under close scrutiny -- all the more so when, as expected, the company next week reports a massive slump in earnings for the second quarter.?

The former telecommunications chief was given the CEO title barely a year after GM?s emergence from Chapter 11 when Ed Whitacre -- who took over the reorganized company -- decided to step down. Akerson quickly positioned himself as a hard-driving change agent ousting virtually all of GM?s old guard and bringing in an assortment of new talent including Ewanick.?

The boyish marketing chief had built a strong reputation helping turn around a company that had a poor reputation with buyers other than those on a tight budget. By the time he left, Hyundai had become one of the country?s fastest-growing automotive brands.?

Ewanick did a brief stint at Nissan in early 2010, apparently because GM couldn?t complete the hiring process.??When it came back with the right offer he jumped ship again.

Since then, Ewanick has shown a willingness to slaughter even the most sacred cows, terminating long-time relationships, such as the decades-long alliance between the Chevrolet brand and Detroit ad agency Campbell-Ewald.??Earlier this year, he rocked the ad world by announcing GM would pull out of the 2013 Super Bowl and by almost simultaneously deciding to pull its $10 million Facebook ad account.

Those moves triggered angry responses, Facebook management, for example, going directly to Akerson hoping to reverse the embarrassing decision -- which became fodder for headlines just days before the social media site?s disastrous IPO.

Not everyone has been impressed.???I just don?t see the work,? said a senior Detroit ad agency executive asking not to be named.??The exec pointed to a series of ads produced under Ewanick?s tenure that could hardly be differentiated from what the Chevy brand aired prior to the marketing shake-up.

But others defend Ewanick?s work, including McElroy: ?What you have to do is judge results. The question is whether Joel Ewanick has done a good job of taking the Chevrolet and Cadillac brands global. Chevy set a sales record last year and last month Malibu nearly outsold Camry while the new Sonic (subcompact) has done a real good job at the small end.?

But Ewanick was also in charge of marketing abroad and GM is having a disastrous time in Europe, where it is expected to post several billion dollars in losses this year.

That has led to a series of additional personnel moves including the recent ouster of GM Europe CEO Karl-Friedrich Stracke and several of his top lieutenants.

But the shake-ups have been coming at home, as well.??In recent weeks a number of well-known executive have resigned or retired, including Chevy Volt program chief Tony Posawatz, Cadillac?s vehicle chief Dave Leone, and David Lyon, who was set to head design for German-based Opel.

Nonetheless, ?The timing of this (Ewanick?s departure) is very strange,? said Rebecca Lindland, chief analyst with IHS Automotive, ?coming on Sunday rather than waiting until next week when they have a conference call to announce the monthly sales numbers.?

Lindland and several other observers contacted by TheDetroitBureau.com said another odd sign was the fact that normally knowledgeable inside company sources admitted being completely in the dark about the latest development.??Even the normally in-tune GM PR department was apparently caught by surprise.

One source indicated that it was only decided hours before a press release finally went out that Ewanick?s departure would be described as a ?voluntary? resignation.??That, said several observers, raises questions about whether there was more behind the departure than simply a disagreement over policy.?

Going forward, it remains to be seen what sort of ripple effect Ewanick?s resignation will have.??Chris Perry, one of his top lieutenants from Hyundai came over to GM to run the Chevrolet brand.??Meanwhile, the entire General Motors marketing operation has been reshaped in Ewanick?s image, including a controversial new entity combining teams from several different major ad agencies put together to handle the Chevy account.

It?s clear that the impact of the Sunday announcement will be felt and analyzed for some time to come.

A training tool that helps physicians involve patients in decision-making can reduce the use of antibiotics for acute respiratory infections, according to a study published in CMAJ (Canadian Medical Association Journal).

Antibiotics are prescribed too often for acute respiratory infections, even though many are not bacterial infections and therefore will not respond to antibiotic use. Overuse of antibiotics is a health concern and may be contributing to antibiotic resistance.

Researchers conducted a cluster randomized trial to determine the impact of a shared decision-making training program called DECISION+2 on the use of antibiotics. Shared decision-making, in which a health care professional and patient make a decision together based on evidence and patient preferences, has been shown to be effective when benefits of treatment are not clearly evident for all patients.

The study was divided into two groups, one group of 181 patients who consulted 77 physicians in 5 family practice teaching units using DECISION+2 and a control group of 178 patients who consulted 72 physicians in 4 family practice teaching units. DECISION+2 included an online tutorial followed by an interactive workshop.

"After the intervention, patients in the DECISION+2 group were significantly less likely than patients in the control group to report a decision to use antibiotics immediately after consultation," writes Dr. France Lgar, Research Centre of Centre Hospitalier Universitaire de Qubec and Department of Family Medicine and Emergency Medicine, Universitaire Laval, Qubec, with coauthors. "The reduction in decisions to use antibiotics was observed in all intervention teaching units, while an increase was seen in 3 of 4 teaching units in the control group."

The results of this study are similar to those from an earlier pilot study that looked at the feasibility of this larger trial.

"These studies indicate that a combination of live and media education are generally effective in changing physician performance in the context of antibiotic use for acute respiratory infections," write the authors. "These findings are important given the debate and widespread skepticism about the effect of medical education on the performance of physicians in the practice setting."

In the years after Columbus' voyage, burning of New World forests and fields diminished significantly ? a phenomenon some have attributed to decimation of native populations by European diseases. But a new University of Utah-led study suggests global cooling resulted in fewer fires because both preceded Columbus in many regions worldwide.

"The drop in fire [after about A.D. 1500] has been linked previously to the population collapse. We're saying no, there is enough independent evidence that the drop in fire was caused by cooling climate," says the study's principal author, Mitchell Power, an assistant professor of geography at the University of Utah.

"The implication is that climate is a large-scale driver of fire. That's a key finding. Climate is driving fire on global and continental scales," says Power, who also is curator of the Garrett Herbarium at the Natural History Museum of Utah, which is part of the University of Utah.

The new study analyzed worldwide charcoal samples spanning 2,000 years. It will be published online during August in the journal The Holocene, which is the name of the geological epoch covering roughly the last 11,500 years of Earth's history. It was funded by the National Science Foundation and the Natural History Museum of Utah.

The study deals with the Little Ice Age, a period when Earth's climate cooled, causing New York Harbor to freeze over in 1780, among other effects. Estimates of when the Little Ice Age started range from the 1200s to the 1500s. It ended in the early 1800s. Possible causes include some combination of increased dust from volcanic eruptions, decreased solar activity, and changes in circulation of the ocean and atmosphere.

"The decrease in fire on a very large scale ? globally and in the Americas ? was controlled by this cooling climate, which began prior to the population collapse, and climate alone is sufficient to explain large scale changes in burning," says Power.

"In a cooler atmosphere, you tend to get reduced convection, so you get reduced thunderstorms and ignition from lightning," he says. "Cooler climate also tends to maintain high levels of fuel moisture and soil moisture."

Today, warming climate and drought have been tied to increasing fires in the U.S. West and elsewhere. "In a world where climate is rapidly changing we need to pay more attention to this relationship between climate and fire," Power says

Power conducted the study with 19 other scientists, including paleoecologist Frank Mayle at the University of Edinburgh, U.K., and climatologist Patrick Bartlein at the University of Oregon. Other coauthors ? who provided charcoal data or samples ? are from University of Wisconsin, Madison and Oshkosh; Northern Arizona University; University of Gottingen, Germany; Canadian Forest Service; University of Montpellier, France; University of Bern, Switzerland; University of Calgary, Canada; University of Tennessee; Virginia Tech; University of North Carolina; University of Chile; Laval University, Quebec; Fordham College, New York; and Central Washington University.

"All these people died abruptly ? Mayans, Incas, Aztecs and down in Patagonia ? they were all affected," he adds. "Agriculture was sharply reduced. Landscapes that had been cleared for agriculture started a process of plants growing back and infilling those abandoned fields. In terms of greenhouse gases, when you change from maintained cropland to woodlands, plants take up more carbon dioxide and there is less in the atmosphere. This has been pointed to as one mechanism for causing the Little Ice Age."

Power agrees population collapse may have led to reduced biomass burning in some local regions of the Americas. But the new study indicates the reduction in fire was actually global and began before Columbus in most areas, suggesting the Little Ice Age triggered most of the reduction in burning ? not the other way around, Power says.

"If you look at independent climate records, cooling from the Little Ice Age was happening about 200 years before the population collapse," or about A.D. 1300, he says.

Power notes there is room for debate because the Little Ice Age varied in time and space, and didn't affect all parts of the world equally, although most places cooled.

A Record of Fire Left in Charcoal

The study used existing records and-or new samples of charcoal ? burnt wood or other biomass ? found in sediment cores from lake bottoms and bogs from some 600 sites around the world, about half in the Americas, and dated within the past 2,000 years.

"Whatever was burning, we see a record of that fire in lake sediments, from either aerial transport or erosion" of burned material, Power says.

Power manages the Global Charcoal Database that compiles data from all the existing studies that date charcoal samples and describe where they came from. The new study included 498 existing charcoal records and 93 new samples.

"We have gone back in and calculated the ages of all these charcoal samples," except for some dated independently in other recent studies, and then used recent radiocarbon dating calibrations to make sure all data are consistent, Power says.

"Greater than 80 percent of biomass burning records show a decline post-1500 in the Americas, he says. The other 20 percent may be from areas that were still fire-prone despite cooling or that simply had burning declines for which there are inadequate charcoal samples, he adds.

The study compared the charcoal records with previously published ancient climate records and population reconstructions. It found:

  • Clumping all the charcoal data in two groups ? from the Americas or the Eastern Hemisphere ? shows that in the Americas, biomass burning declined between 1500 and 1650 and stayed at a minimum until 1700, the same time as the peak of the Little Ice Age. That period was the lowest level of burning in the past 6,000 years.
  • In the Eastern Hemisphere, there was a prominent decline in burning that began about 1400 ? well before the population collapse in the Americas. Power says cooling also started about a century earlier in the Eastern Hemisphere than in the Americas ? more evidence cooling caused reduced burning. There was no parallel population collapse large enough to explain the reduction in burning, although a small downward blip in burning is noted in Europe around the time of the bubonic plague or Black Death.
  • In tropical Middle America ? the Caribbean Basin, Mexico and Central America ? climate cooling starting around 1350, when burning also begins to decline. Population collapse didn't begin until around 1500.
  • In tropical South America, climate changed around 1350 to 1400. There is debate whether it warmed or cooled. The population collapsed after 1500. Power says neither climate nor population strongly influenced post-Columbian biomass burning in that region, which declined only subtly and not until 1700. It also is possible the population that collapsed didn't use fire very much in agriculture ? something a recent study coauthored by Power found in French Guiana.
  • In southern South America, ice-core and tree-ring growth studies show cooling began about 1450, well before an abrupt decline in burning in 1550. That would seem to support the theory that population collapse reduced burning ? except that the region had little population, certainly not enough for any decline to trigger a reduction in burning.
  • Ice cores from Greenland show cooling started about 1450, and fire started to decline about 1500, according to charcoal for boreal Canada and the western United States. Cooling and reduced burning stopped about 1800. Despite the 50-year lag, Power says that is more evidence tying climate cooling to reduced biomass burning, particularly since the region had relatively few people at the time.

GOP senators in NC to talk up defense spending

FAYETTEVILLE, N.C. (AP) - A trio of Republican senators is in North Carolina making the case for protecting military spending from more than $1 trillion in budget cuts that will slash both domestic and defense programs.

Sens. John McCain of Arizona, South Carolina's Lindsay Graham and New Hampshire's Kelly Ayotte visit Fayetteville on Monday. They're also in Florida and Virginia to decry the effect of military spending cuts.

The cuts were agreed to last summer by congressional Republican leaders and President Barack Obama. Congress is scrambling to come up with a way to avoid automatic cuts in domestic and military programs of $1 trillion over a decade.

A U.S. Senate committee report says North Carolina will lose health screenings, education, senior nutrition, veteran's services and employment help worth more than $100 million.

Could be a great game!

We?ve highlighted board games and card games on Kickstarter before, but we don?t do so very often. But there?s a new 2-player strategy card game up on Kickstarter that we are interested in and wanted to spread the word.

If you?re not familiar with Kickstarter, it?s a website created to fund projects. And they can be projects of any kind ? art, music, design, fashion, food, film, games, and much more. It?s a great way for people with a great idea to get their projects off the ground. The post their project on Kickstarter and then others around the world can pledge a contribution to the project ? in any amount. If the the goal or target amount of funds is reached, then the project is funded and the money exchanges hands. Of course if the goal isn?t met, then no one is out any money.

Over the past 2 years, potential and existing board game publishers have used Kickstarter to get their board game ideas up and running. It?s a great way to gauge demand and at the same time find initial funding to get their game into production and out in the hands of players around the world.

Serpent Stones is recent addition to Kickstarter and the board game company Dangermoose Entertainment is looking to raise just $5,000 to get their card game initially published. The deadline is just a month away on August 26, 2012 and they?re 60% of the way to their funding goal.

Love the theme of Aztec warriors.

There are a couple things that interest me with Serpent Stones. As their description states ?Serpent Stones is a fast, tactical two-player game of ancient warrior tribes. Capture, strike, sacrifice, and emerge victorious!? The first interest for me is the 2-player strategy aspect. We love great 2-player board games and abstract strategy games. The second aspect is the theme ? ancient Aztec warriors sound pretty cool.

And the other reason why I think it will be cool is because designer Robert Harrington of Dangermoose Entertainment enlisted the assistance of Game Salute and their Springboard program to launch the card game. Springboard is used to test out games before they go up on Kickstarter. As you can imagine, anyone with a game idea could post their game on Kickstarter. What Springboard does is scrutinize the game and help refine it before it goes to Kickstarter. It?s kind of a seal of approval that I can really support.

So with those elements in its corner, we?ve got high hopes for Serpent Stones and hope it makes its way to game store shelves around the world. You can help by adding your pledged contribution to making this game possible. Check out Serpent Stones on Kickstarter.

Book on Mossad confirms Israel assassinated Iranian nuclear scientists

Spies Against Armageddon: Inside Israel?s Secret Wars states unequivocally that Mossad, Israel?s intelligence agency, assassinated five of Iran?s top nuclear scientists over the last five years, as part of a broader campaign aimed at sabotaging the country?s nuclear programme.

It is already widely acknowledged that the Western powers are mounting a covert terrorist campaign to destroy Iran?s nuclear infrastructure. But new allegations by authors Yossi Melman, a leading Israeli military and intelligence journalist who writes for Ha?aretz, and Dan Raviv, a CBS national political correspondent, reveal that the assassinations were all carried out by Mossad operatives who used ?safe houses? maintained inside Iran since the Shah?s era.

These were not contract killings, but ?blue and white? operations?a reference to the colour of Israel?s flag. Mossad operatives from Kidon, a unit responsible for assassinations and kidnappings, conducted the murders.

The authors of Spies Against Armageddon are not left-wingers seeking to expose Mossad?s criminality. They glorify its services to Israel. Melman is on record as supporting an Israeli pre-emptive strike on Iran, penning an article in Ha?aretz in April 2009 headlined, ?I would advise Netanyahu to attack Iran?Such a move would serve the interests of the West and the Arab world, but they can ill afford to admit it?.

The book suggests that most of the assassins were Israelis of Iranian origin who probably held dual nationality and an Iranian passport. Tens of thousands of Iranian Jews left Iran after the 1979 revolution, many moving to Israel. Mossad selected and trained a few of them or their Farsi-speaking children. These agents have been able to access Iran regularly by numerous routes, including the Kurdish region and some of the states in the Caspian Basin, such as Azerbaijan, with which Israel has close relations.

US State Department cables in 2007 released by Wikileaks indicate that Mossad had planned to use its established links with disaffected minority groups in Iran?Baluchi, Azeri and Kurdish minorities, including Islamist groups?to delay Iran?s nuclear project. Mossad chief Meir Dagan rejected subcontracting such sensitive missions as assassinations in Iran?s capital to mercenaries.

The book makes clear that Washington was well aware of Mossad?s campaign of ?covert measures? and ?counter-proliferation?, if not the timing and specific details, so that the White House could preserve deniability.

Last December, nuclear scientist Professor Mostafa Ahmadi Roshan, 32, was killed in a car bomb in Tehran after a motorcyclist was seen attaching a magnetic device to his car. The bomb killed Roshan?s bodyguard, who was driving the car, and wounded an 85-year-old passerby. Roshan was a professor at a Tehran technical university and a supervisor at the uranium enrichment facility in Natanz. He had met with International Atomic Energy Agency (IAEA) inspectors days before he was assassinated

In January 2010, a remote-controlled bomb killed Massoud Ali Mohammadi, a Tehran University nuclear scientist.

In November 2010, another car bomb blast killed Majid Shahriyari, a professor of nuclear engineering at Shahid Behest University.

An attempt to kill Feredeyoun Abbasi-Davani, the head of the physics department at Imam Hossein University, failed because he jumped out of his car in time.

In July 2011, gunmen in Tehran shot physicist Dr. Darioush Rezai.

Another scientist died supposedly as a result of carbon monoxide from a heater in his home.

There have been a series of unexplained explosions at Iranian military sites. A November 12, 2011, explosion destroyed the Iranian Revolutionary Guard base at Bid Kaneh, killing 17 people. A massive blast in December 2011 destroyed much of a facility for enriching uranium in Isfahan, killing dozens. One of those who died was Revolutionary Guard major General Hasan Moghadam, in charge of developing long-range missiles and responsible for liaison with Syria and Hezbollah in Lebanon.

Mossad?s other strategies included attempts to close down Iran?s international supply chain, shipping faulty components, planting a computer virus known as Stuxnet to disrupt the Siemens computerised system that runs centrifuges in Natanz, and two further cyber attacks, including another computer virus called Duqu.

Melman and Raviv recount how Israel?s determination to preserve its own monopoly on nuclear weapons in the region was behind its attack on September 6, 2007, on al-Kibar, in northeastern Syria. Mossad believed it housed a nuclear reactor designed by North Korea, whose purpose was to produce plutonium as the fissile material for bombs.

The assassinations serve to intimidate scientists and their families. Mossad intelligence believed that some scientists left the programme and scientists from China, Russia, Pakistan and elsewhere turned down invitations to work in Iran.

The assassination and terror campaign is being waged alongside the imposition of a list of sanctions against Iran by the United States, Europe and other powers. Washington has dispatched aircraft carriers to the Persian Gulf, amid bellicose statements insisting that ?all options? are on the table. There are constant threats from Israel that it will launch a pre-emptive attack on Iran?s nuclear facilities, as it did against Iraq in 1981 and Syria in 2007.

The book also recounts some of Israel?s highly illegal efforts to develop its own nuclear weapons arsenal, believed to contain at least 200 warheads with the ability to deliver them by intercontinental ballistic missiles, submarines and aircraft. Israel has never been subject to inspections, as it is not a signatory to the Nuclear Non-Proliferation Treaty.

Tel Aviv, with Washington?s full backing, routinely denounces Iran as a ?state sponsor? of terrorism for providing support to Hamas and Hezbollah, bourgeois nationalist movements that arose in response to Israeli aggression and expansionism, and the Syrian regime of President Assad.

Washington and Tel Aviv accuse Tehran of illegally producing enriched uranium that serves as fuel energy or components for medical uses for nuclear weapons, a much more complicated purification process, without citing any reliable evidence. At the same time, the US has approved India?s and Pakistan?s development of nuclear weapons outside the framework of the international inspection regime.

For some years, Israel has maintained that Tehran is ?just a year away? from being able to produce nuclear weapons. It carries out assassinations, bombings and sabotage campaigns, while the corporate media excuses these crimes and demonises their targets. This is entirely in line with the total silence on the criminal and reckless character of US policy in the region and its hypocrisy in waging a supposed ?war on terror? while supporting terrorist actions against regimes it has targeted for removal. Much less will commentators explain the real reasons for the endless provocations against Tehran?US determination to secure its hegemony over the oil-rich Middle East and Caspian region.

Ever since the overthrow of the Shah?s regime in 1979, Washington has been determined to end Iran?s challenge to US strategic interests. Contrary to expectations, the war on Iraq has served to strengthen Iran?s position in the region. This, and the mass movement of the working class that brought down longstanding US allies Zine El Abidine Ben Ali in Tunisia and Hosni Mubarak in Egypt, threatening to destabilise America?s allies in the Gulf, has led the US to pursue its agenda against Tehran ever more recklessly.

It has worked with a motley collection of pseudo-liberals, Islamists and ex-regime loyalists to launch a NATO-led war against Libya and now to topple the Assad regime in Syria. In each case, the US is relying on political forces backed by Saudi Arabia, the Gulf States, Egypt and Turkey.

Washington is attempting to redraw the political map of the entire Middle East. It threatens not only region-wide conflict but the involvement of the powers it is trying to exclude from this area of vital geostrategic concern, Russia and China.

  3. Learn to conclude whether your hypothesis was correct or not This includes listing why it was correct or wrong .

Social Studies

  1. Learn about and understand elections and how they work.
  2. Learn about and understand how laws are made and changed.
  3. Learn to create a time line.
  4. Learn about trade and how it benefits America.

Math

  1. Master adding, subtracting, multiplying, and dividing using both long hand and a calculator.
  2. Learn and understand ratios.
  3. Learn how to find the perimeter, area, and volume.
  4. Master liquid and dry measurements.

(AP) ? When American Jeffery Lowrance this month pleaded guilty in federal court to wire fraud and money laundering after running a $25 million Ponzi scheme, he was just the latest in a long list of criminals to take advantage of liberal company laws in New Zealand.

Like other criminals before him, he found that for about $130 and a small amount of online paperwork, he could set up a shell company in New Zealand without stepping foot in the country or having any financial presence. He registered First Capital Savings & Loan to an Auckland address but ran his scheme from Panama.

The World Bank ranks New Zealand as the easiest place in the world to set up a business, a point of pride for the island nation, which seeks to encourage trade and investment. But the system is open to abuse.

In an alarming case two years ago, a New Zealand shell company, SP Trading, leased an airplane that was seized in Thailand while carrying 35 tons of rocket-propelled grenades, surface-to-air missiles and other weaponry. The plane had picked up the cargo in North Korea and was headed for Iran. The crew, four Kazahks and a Belarusian, were incarcerated and charged with possessing weapons.

Soon after that, New Zealand's Companies Office set up risk-profiling teams to scour the company register for suspect companies. Since 2010, they've found 2,600 illegitimate companies, and have been de-listing companies that don't comply with various rules at the rate of more than 1,000 per month. Yet with more than 560,000 companies now registered in New Zealand ? one for every eight citizens ? the database is large and growing.

And in the case of SP Trading, it wasn't until two months ago that the Companies Office finally removed it from its register of legitimate businesses.

The European Union became concerned enough that last year it struck New Zealand from its so-called "white list" of countries that require only minimal customer due diligence for transactions involving financial and credit institutions. Concerned that New Zealand could be prone to money laundering and terrorist financing, the EU reaffirmed this year that New Zealand wouldn't be on the list, which includes Australia, Canada and the U.S.

That's been an embarrassment for the developed nation which is regularly rated among the world's least corrupt.

Last week, New Zealand's Commerce Minister Craig Foss introduced a new bill which he says will tighten the rules by requiring each listed company to have a New Zealand-based agent who will bear some legal responsibility. But even if passed by the parliament, the new law would not come into effect until mid-2013 and would not go far enough to satisfy some critics.

"It's about balance," Foss said in an interview. "We are renowned for our ability to get companies up and running in New Zealand. We need to balance that ease with our obligations to make sure we are doing what we can to stop abuse."

He said the new rules would dovetail with anti-money laundering legislation that is being spearheaded by Justice Minister Judith Collins.

Yet some say New Zealand has yet to get serious about stopping abuse. Financial blog naked capitalism has repeatedly accused New Zealand of playing the equivalent of the arcade game "Whac-a-Mole" by knocking down illegitimate operators as they pop up but not dealing with the systemic problems that give rise to the abuse.

"There are significant gaps in New Zealand legislation, especially concerning the registration and supervision of companies," said Michalis Rokas, the Charg? d'Affaires for the EU delegation in New Zealand.

Rokas said EU member states will likely review whether New Zealand can be added back to the white list if and when the country enacts the proposed new laws.

Alastair Stewart, a spokesman for the Ministry of Business, Innovation and Employment, wrote in an email that authorities are aware that operators like Lowrance are abusing the system and they're undertaking a wide program of work "to further reduce the misuse of New Zealand's-registered companies and protect our international reputation."

Records indicate that Lowrance, who once lived in Houston but was last year extradited by federal authorities from Peru, set up his New Zealand company in early 2007. The Companies Office didn't shut it down until mid-2010, eight months after the U.S. District Court of South Dakota issued a $42 million default judgment against Lowrance.

According to another civil judgment filed in Illinois, Lowrance told his 400-plus victims they would get returns of up to 7 percent each month by investing in his foreign currency trading scheme. In fact, Lowrance kept the money for himself, the judgment says, using some of it to fund an unsuccessful religious newspaper called "USA Tomorrow."

Lowrance's victims included a 78-year-old retired Illinois school teacher and a 77-year-old California woman who sold books and flags on eBay.

Under the terms of his plea deal in the criminal case, Lowrance is due to be sentenced later this year to a maximum 15 years, 8 months in prison.
